Enterprise Architecture: Issues, Inhibitors and Incentives

Recently, there has been quite a bit of discussion in the U.S. Federal Government on the subject of Enterprise Architecture. In fact, there is a Congressional order, the Clinger-Cohen Act, that requires each of the Federal Bureaucracies to produce an Architecture Strategy, which precipitated circulation of set of questions for discussion, as follows: 1. What are the most important issues raised by Architecture? 2. What are the biggest inhibitors to Architecture? 3. What are the business drivers for Architecture?
